How many systems has Xi Jinping proposed and promoted since coming to power in 2012, and what are the types of systems? What is the dating between the agendas? To what extent has each program gained political attention, and how has the distribution of that attention shifted over time? Also, how do we know? Despite academic interest in Xi-era policymaking, few studies have systematically mapped the overall structure (the number, substance, and underlying dates) of policy systems implemented during Xi’s tenure. To fill this gap in studies, we use a data set of presidential statements and speeches. and reports from 2012 to 2022 and used automated text studies to identify key themes and terms related to each theme. Our studies show the identity of approximately 25 distinct policy agendas across policy areas, with notable temporal diversifications among agendas in terms of the degree of leadership attention. We see a significant shift in the substance and relative weight of political systems between Xi’s first and second terms, reflecting his adaptation and responses to the conversion of domestic and foreign policy environments.
