Meaghan Tobin reported from Shanghai and Cade Metz from San Francisco.

At the World Conference on Artificial Intelligence in Shanghai this month, the startup’s founder Qu Dongqi presented a video he had recently posted online. It showed an old photograph of a man with two small children. Then the photo came to life. As he lifted the little children into his arms and they laughed in surprise.

The video was created by A.I. technology from the Chinese internet company Kuaishou. The technology was reminiscent of a video generator, called Sora, that the American start-up OpenAI unveiled this year. But unlike Sora, it was available to the general public.

“My American friends still can’t use Sora,” Mr. Qu said. “But here we already have greater answers. “

While the United States has had an advantage in AI. development, China is catching up. In recent weeks, several Chinese corporations have introduced AI. technologies that rival primary American systems. And those technologies are already in the hands of consumers, businesses, and independent software developers around the world.

While many American corporations are involved in A. I. While the technologies may increase the spread of misinformation or cause other serious harm, Chinese corporations are more willing to hand over their technologies to consumers or even share the underlying software code with other corporations and software developers. This type of shared PC code, called open source, allows others to create and distribute their own products more quickly using the same technologies.
