County’s Mobile Behavioral Health Crisis Team Addresses Emerging Homelessness Amid Washington Shelter Closures

In its first month of operation, the Arlington County Mobile Behavioral Health Response Team was busy answering calls.

Most of the calls, ranging from social checks to intellectual fitness emergencies to drug overdoses, involve homeless people, according to authorities. It’s a trend that characterizes recent shelter closures in Washington.

“There has been an increase in the number of homeless people in Arlington County because of the closures in Washington DC,” says Grace Guerrero, senior clinical psychologist and intellectual fitness supervisor, noting that many are leaving Washington DC for Arlington, as well as other parts of Northern Virginia and Southern Maryland.

“We’ll see what happens,” he added. But I noticed those increases. “

In a media briefing Thursday, Arlington County’s Mobile Outreach Support Team (MOST) showed off its upgraded van, filled with non-perishable food, water, a defibrillator, clothing, hygiene items, Narcan strips and fentanyl.

The vehicle was funded with a two-year, $390,000 federal grant, obtained with the assistance of Rep. Don Beyer, to divert police reaction from calls related to intellectual health crises, substance abuse or domestic violence.

The team includes a licensed physician, a peer recovery specialist and an outreach clerk from the Department of Social Services. They will classify a situation on the spot and provide conflict resolution and peers. MOST also works with medical and behavioral fitness facilities to ensure that other people receive appropriate care.

The MOST team receives between 20 and 35 calls per week, largely between the van’s opening hours, between 1 p. m. and nine o’clock in the evening. Once the van arrives, more often than not, other people accept the team’s help, which, according to Guerrero, can prevent the situation from worsening and leading to injury or even death.

Guerrero says he doesn’t know if MOST has particularly reduced police involvement in IQ crises right now. This is partly because first responders are the first to arrive at the scene and call the MOST team for specialized assistance.

To further reduce police involvement in those calls, it will expand an advanced “decision tree” to help police assess when their presence might not be needed.

“I don’t know if [police] intervention in those [situations] will ever be reduced unless we deploy . . . But for now, in the first five weeks, I would say he’s probably allowed [police] to get back to work. “before, much earlier,” he said.

Reducing law enforcement’s involvement in intellectual fitness crises is a complex goal through the Police Practices Task Force, which met to recommend reforms to the Arlington County Police Department following the death of George Floyd.

CAPL also noted the increasing involvement of police officers in intellectual fitness emergencies and the burnout to which this contributes. Like the police department, the prison also reports an influx of inmates with intellectual fitness problems and homeless inmates.

This includes Abonesh Woldegeorges, a 73-year-old woman who died in a crime last month. His death prompted some people, inside and outside local government, to renew pressure on the county to confront the role of law enforcement in handling the situation.
